証印シールとは何か？

外国人が日本に入国する際、入国審査で「この人の上陸を許可します」という意味で発行されるのが「証印シール（上陸許可証印）」です。これはパスポートに貼られるシールで、富士山や桜の透かしが入ったものとして知られています。
この証印シールには、「入国日」「在留資格（例：短期滞在）」などが明記されており、かつてはすべての入国者に貼付されていました。
しかし現在は、在留カードが導入されているため、中長期在留者（留学・就労など）には証印シールが貼られない運用が一般的です。

What Is the Landing Permission Seal?

When a foreign national enters Japan, immigration officers issue a “landing permission seal” as official proof of entry approval. This seal is affixed to the passport and often features a watermark of Mt. Fuji and cherry blossoms.
The seal includes key information such as the entry date and visa status (e.g., short-term stay), and was once applied to all arriving foreign visitors.
However, with the introduction of the residence card system, mid-to-long-term residents (e.g., students, workers) often do not receive this seal upon entry.

証印シールの目的

証印シールには、次のような制度的・実務的な役割があります。
【制度的な役割】日本の入国審査を通過し、「上陸が許可されたこと」の公的な証拠となります。入国日と在留資格が記録され、法的に日本に滞在してよいことの証明になります。
【実生活での役割】観光客など短期滞在者が日本に滞在中、入国日や滞在資格を証明する必要がある場面で活用されます。特に免税店では、証印シールが免税可否の判断材料となります。

Purpose of the Landing Permission Seal

The landing permission seal serves both legal and practical functions.
[Legal Function] It serves as official evidence that the traveler has legally entered Japan. The seal records the entry date and visa type, confirming the person’s legal right to stay.
[Practical Function] Short-term visitors often need to prove their entry date or status while in Japan. The seal is frequently required at duty-free stores to determine eligibility for tax-free shopping.

なぜ証印シールが貼られない人がいるのか？

以下のような場合には、証印シールが貼られません。

• 自動化ゲートを利用して入国した場合
• 中長期在留者で在留カードが交付される場合

これらはすべて正規の入国として処理されており、制度上も問題はありません。ただし、現場では「証印がない＝入国日が確認できない」と見なされる場面もあるため注意が必要です。

Why Do Some People Not Receive the Seal?

In the following cases, the landing permission seal is often omitted:

• Entry via automated gates
• Mid-to-long-term residents who receive a residence card

These are all processed as legitimate entries, and there is no legal issue. However, in practice, the absence of a seal can lead to complications in situations requiring proof of entry.

証印シールがないとどうなる？

証印がないことで、次のような不利益を受ける可能性があります。

・免税店で免税購入ができない
・入国日が分からず、一部の施設や手続きで不利になる

特に免税店では、証印シールの有無で入国日の確認を行っているため、シールがないと「免税不可」とされることがあります。
自動化ゲートを利用した場合でも、税関通過前に入管職員に申し出れば証印シールをもらうことができます。

What Happens If There’s No Seal?

Not having a landing permission seal may lead to:

• Being denied tax-free shopping at stores
• Inability to verify entry date in certain procedures

At tax-free stores in particular, the presence of the seal is often used to confirm eligibility. Even if you used an automated gate, you can request the seal from an immigration officer before passing through customs.

船で入国した場合の対応

クルーズ船などで日本に入国した場合、パスポートに証印シールは貼られず、代わりに「船舶観光上陸許可書」が交付されます。

この許可書には入国日や在留資格が記載されており、証印シールと同様に免税購入などの判断材料として使用できます。入国時に必ず受け取り、パスポートと一緒に保管しましょう。

Entry by Ship: Use of the Provisional Landing Permit

If you enter Japan via cruise ship, your passport will not have a landing seal. Instead, you’ll receive a “Provisional Landing Permit.”

This document includes your entry date and status and can be used in the same way as a landing seal—particularly for tax-free shopping. Make sure to keep it with your passport.

証印がなくても免税購入できる例外

以下の3つのケースでは、証印シールがなくても免税購入が可能です。

1. 特定登録者カード（Trusted Traveler Program）を保有している場合
2. 上陸許可書（船舶観光・乗員・緊急・避難など）を所持している場合
3. 海外在住の日本人が一時帰国している場合（6か月以内かつ居住証明あり）

Exceptions: When You Can Shop Tax-Free Without a Seal

In the following three situations, you may still be eligible for tax-free shopping even without a landing permission seal:

1. Holding a Trusted Traveler Program card
2. Presenting an official landing permit (e.g., for cruise, crew, emergency, or evacuees)
3. Being a Japanese national temporarily returning from abroad within 6 months, with proof of residency

おわりに：証印は制度上省略可だが、現場では重要

証印シールは制度上、省略されることが認められていますが、実際の生活場面では「貼られていること」が前提で動いているケースが少なくありません。
特に免税購入などを予定している場合には、入国時に証印シールを取得するか、代替書類を準備しておくことが安心です。

Conclusion: Optional by Law, but Still Practical

While the landing permission seal is no longer mandatory under current immigration procedures, many practical situations still assume its presence.
If you plan to make tax-free purchases or require proof of entry, it’s advisable to either request the seal on arrival or have alternative documentation ready.
