特定活動46号とは？
日本の大学や専門学校を卒業した留学生の中には、日本語力を活かして接客や現場作業を含む職種で働きたいと考える人が増えています。しかし従来の就労ビザ（技術・人文知識・国際業務）では、現場業務が主となる仕事は認められておらず、希望と制度の間にギャップがありました。その課題を解消するため、2019年5月に創設されたのが「特定活動46号（N1特活）」です。
この在留資格は、日本語能力が高い外国人を対象に、企画・管理・通訳といった知的業務と、接客や製造などの現場業務を組み合わせた働き方を可能にするものです。たとえばホテルのフロント業務と清掃、小売業での商品企画と接客、製造現場での通訳とライン作業といった組み合わせが代表例です。
対象者は限られますが、日本語能力試験N1に合格した人や、それと同等以上の日本語力を有する人であれば、従来のビザでは難しかった業種にも道が開けます。
Many international graduates of Japanese universities and vocational schools hope to use their language skills in customer-facing or on-site roles. However, traditional work visas (such as Engineer/Specialist in Humanities/International Services) generally exclude jobs that mainly involve on-site work, creating a gap between job aspirations and visa rules. The “Specific Activity No.46 (N1)” visa, introduced in May 2019, was designed to bridge this gap.
This status of residence allows highly proficient Japanese speakers to combine intellectual tasks—such as planning, management, or interpreting—with on-site duties like customer service or manufacturing work. Examples include working at a hotel front desk while helping with cleaning, engaging in product planning and sales in retail, or assisting with interpreting and production line work in a factory.
While the number of eligible applicants is limited, those who have passed the JLPT N1 or possess equivalent language ability can access job sectors that were previously difficult to enter under conventional work visas.
対象者と取得条件
特定活動46号を取得するには、主に「学歴」と「日本語能力」の2つの条件を満たす必要があります。まず学歴については、日本の4年制大学・大学院卒業者のほか、短大・高専・専門学校で学士または高度専門士の称号を得た人も対象になります（2024年2月に対象範囲が拡大）。
- 日本の4年制大学または大学院を卒業していること
- 短期大学、高等専門学校、または専門学校で学士または高度専門士の称号を得ていること
日本語能力に関しては、以下のいずれかを満たすことが必要です。
- 日本語能力試験（JLPT）N1に合格している
- BJTビジネス日本語能力テストで480点以上を取得している
- 大学または大学院で日本語を専攻している（外国の大学で専攻した場合は日本の大学・大学院卒業が条件）
在留期間は3か月・6か月・1年・3年・5年から付与され、初回は原則1年です。更新によって長期の在留資格を得ることも可能で、5年以上継続して在留すれば永住申請の道も開かれます。
To obtain this status, applicants must meet two main requirements: educational background and Japanese language proficiency. In addition to graduates of four-year universities and graduate schools in Japan, those who have completed junior colleges, colleges of technology, or certain accredited vocational schools and earned a bachelor’s degree or “Kōdo Senmonshi” title are also eligible (expanded in February 2024).
- Graduation from a four-year university or graduate school in Japan
- Completion of a junior college, college of technology, or accredited vocational school with a bachelor’s degree or “Kōdo Senmonshi” title
For language proficiency, applicants must meet one of the following:
- JLPT N1 certification
- BJT Business Japanese Proficiency Test score of 480 or higher
- Japanese major at a university or graduate school (with additional conditions if completed overseas)
The visa can be granted for 3 months, 6 months, 1 year, 3 years, or 5 years, with the first issuance typically being one year. It can be renewed, and continuous residence for over five years may allow the applicant to apply for permanent residency.
どんな仕事ができるのか
特定活動46号の大きな特徴は、現場業務を一定範囲で認めていることです。ただし、単純作業だけを行うことはできず、企画・管理・通訳などの知的業務とセットであることが前提です。飲食店での接客と店舗運営、製造業での通訳とライン作業、小売業での商品企画と接客などが典型例です。
雇用形態についても注意が必要です。派遣ではなく企業との直接雇用が原則であり、正社員または契約社員としてフルタイムで働く必要があります。パートやアルバイトは認められません。給与も、日本人と同等かそれ以上の水準であることが条件です。
One of the defining features of this visa is that it permits a limited range of on-site work. However, applicants cannot engage solely in manual labor; such tasks must be combined with intellectual work such as planning, management, or interpretation. Typical examples include working in restaurant operations and customer service, factory interpreting combined with production line work, or retail product planning alongside sales.
Employment must be on a direct-hire basis rather than through staffing agencies, and workers must be employed full-time as regular or contract employees. Part-time or temporary positions are not permitted. Compensation must be at least equivalent to that of a Japanese employee in a comparable role.
他の就労ビザとの違いと注意点
技術・人文知識・国際業務ビザとの最大の違いは、「仕事内容の幅」と「転職時の手続き」です。特定活動46号では、現場業務を含めた多様な業務が可能になる一方、転職する場合には在留資格変更許可申請が必要です。指定書に勤務先が記載されているため、許可前に他社で働くことはできません。
また、ビザの年数にも差があります。一般的な就労ビザでは初回から3年や5年が付与されるケースもありますが、特定活動46号は初回・初回更新ともに1年が基本です。安定した在留年数を得るには複数回の更新が必要になります。
The biggest differences from the Engineer/Specialist in Humanities/International Services visa are the scope of permitted work and the procedures required when changing jobs. The No.46 visa allows a broader mix of responsibilities, including on-site tasks, but changing employers requires a formal status of residence change application. Because the “designation letter” lists the employer, one cannot work for a new company before approval.
The length of stay also differs. While other work visas may grant three or five years from the outset, the No.46 visa usually starts with one year, and the first renewal is also typically one year. Several renewals are required before a longer stay can be achieved.
